Another article trying to figure out why people don't use Institutional Repositories in D-Lib Sept-Oct 2008. So far, I haven't seen anyone say it's because they seem to be a very clumsy hybrid of a non-peer-reviewed dump for papers and a library where everything is stacked on the floor in unlabeled boxes. "Using personas to understand need and goals of Institutional Repository users." Writing articles about IR that put you to sleep after one paragraph probably doesn't help.
