What's the story of Amazon showing publications they've never had and never will? Do they scoop it up from library records? I've got a stack of these somewhere, so they are actually available, but who would want a 1981 publication on this topic?

Someone may have sold a used copy of that once.
Why are these on Amazon?
Could be used copies, as previous commenter suggested, or it could be records via Baker and Taylor acquisitions department or Library of Congress. I have found some university department working papers, listed on Amazon as unavailable, actually available as free downloads from university sites or as reprints available from the institutes which originally issued them. Do I have examples right at hand? No, but I never take an "unavailable from Amazon" as meaning that something is "not available" or even "not easily available."
